Rank Structure

The Chief of Police shall manage the Police Department, and shall prescribe rules and regulations, consistent with law, for its government and control; provided, that the Chief of Police shall be responsible to the Government for the administration of the Police Department and the enforcement of law.
The Deputy Chief of Police is second in command and comes after the Chief of Police, Deputy Chief shall manage the department while Chief of Police is not around and shall listen to the Chief of Police, he reports to the Chief of Police and has complete uttermost control of the Police Department but the final word goes to the Chief of Police.
Commanders are assigned to a specialized division and or detective division. The title, Captain, assumes a more difficult and complex level of responsibility within his or her division. As a leader of a division, the captain is responsible for his or her officers in the division. He or she is responsible for overseeing functions and detectives to ensure complete control and manner of the Department policies procedure, regulations, and standards. He or she supervises the administrative staff of his/her division to ensure probable perfection.
Captains are the division assistant leaders appointed by the Commanders; they're the best of best. Captains are the second in command of the divisions and run special divisions along with the Commanders.
Sergeants are assigned to a specialized division. They perform there uttermost best in their duties and patrol. When assigned to patrol function, the Sergeant acts as an Officer in-charge; or Assistant Officer in-charge, controlling re-assignments and patrol units. In this position, he/she prepares and present role call, inspects equipment and personal for department standards; approves and disapproves of various reports; investigates personal complaints, responds to crime scenes at the request of an officer; handles radio calls and department radio personal.
Senior Officers are Officers who possess acknowledgement and experiences more than Officers do and they may order officers.
Officers are hopefully future senior officers who just recently graduated from the academy. Once accepted as an officer, an officer will undergo several different training sessions to help him/her understand the foremost basics of the L.S.P.D. Officers will have access to very basic equipment and commands during their training period. The purpose of undergoing the officer rank is for your own benefit and trial period. Officers are not expected much when patrolling. Officers may not patrol alone under any circumstances and are required to have at least one officer patrolling with them.

Authority & Jurisdiction


Chief of Police has a full access to every division in the department and he/she is the one who assigns Captains of a specific division, he/she may patrol alone, grab any weapon he/she wants, order anyone who works in his department etc. Chief of Police is responsible for all property and money taken from any person. The Chief of Police may make arrests for any crime or violation of the laws of the State, or any ordinance of the City committed within the City. The Chief of Police shall keep a correct record of all arrests, showing the time and cause of complaint upon which each arrest was made, with a list and description of all property and money taken from each person.
Deputy Chief of Police has a full access to the department and its divisions, he/she may assign Captains, promote Officers, Senior Officers and Sergeants but final word goes to the Chief of Police, he/she may grab any weapon of choice and may order Officers, Senior Officers, Sergeants and Captains. Deputy Chief of Police may make arrests and may also patrol, he/she is required to do his/her job as he/she supposed to and he/she is in-charge of the department while the Chief of Police is not around.
Captains are second in command of divisions and they're also responsible of their divisions, they shall keep an eye on every member of their divisions when the Commander isn't around and they may lead a situation, they may grab Tazer, Nightstick, Kevlar Vest, Pump-Shotgun, Spray-can, Desert Eagle, Country Rifle, MP5, M4A1 and Combat-Shotgun and they may carry Sniper Rifle and tear gas ONLY in SWAT situations, Captains may patrol and make arrests and they may also do re-assignments, they are also able to order Sergeants, Senior Officers and Officers. They may grab the any cruiser they want (LSPD/SFPD/LVPD).
Sergeants do have the authority to make re-assignments, the basic role of Sergeants is to keep an eye within the department and ensure that everyone is doing their job according to the instructions etc. Sergeants must listen to high ranking members (Captains and above) and they may lead a situation and may carry Tazer, Nightstick, Kevlar Vest, Pump-Shotgun, Spray-can, Desert Eagle, Country Rifle, MP5, M4A1 and Combat-Shotgun. Sergeants may not go off duty if they have no permission from a Captain and above and they are able to carry sniper rifles and tear gas during SWAT situations, they may patrol and make arrests. They may grab the any cruiser they want (LSPD/SFPD/LVPD).
Senior Officers may patrol alone whenever there are no oadets in need of a patrol partner and they may order Officers, they must listen to high ranking members (Sergeants and above), they can carry Tazer, Nightstick, Kevlar Vest, Pump-Shotgun, Spray-can, Desert Eagle, Country Rifle, MP5 and Combat-Shotgun. Senior Officers may not get off duty if they have no permission from a Captain or above and they may carry Sniper Rifles and tear gas during SWAT situations. Senior Officers may use the department radio without permission from any high ranking member but they may not use it for chit chatting. They may grab the any cruiser they want (LSPD/SFPD/LVPD).
Officers may not patrol alone or with any other officer unless he/she has a permission to do so, they must listen to high ranking members (Officers and above) and they may only carry Tazer, Nightstick, Kevlar Vest, Pump-Shotgun, Spray-can, Desert-Eagle, Country Rifle and MP5 and Combat-Shotgun. Officers may use the department radio and they may not get off duty if they have no permission from Sergeants or above.

Chain of Command


The chain of command is the clear line of authority, from the Chief of Police to every member that facilitates effective decision-making and organizational communication. Members shall utilize, recognize and respect the chain of command in all official actions, as designated in the order of rank. In certain instances, the chain of command may be bypassed. In doing so, a member must be prepared to justify the departure from normal procedure.

Miranda Rights


Department policy requires an officer to advise a suspect of their constitutional rights at the time of arrest.
Advisement of rights:
You have the right to remain silent.
Anything you say or do can and will be used against you in the court of law.
You have the right to an attorney after the initial processing has been completed.
Do you understand these rights as I have read them to you?

Charges & Their Policies


These charges are warrants in which you can issue to a suspect. Please take note not to stack charges, or charge a suspect with similar charges.

Misdemeanor crimes: The police officer may ticket for such crimes, unless of course its severe enough to just by pass the ticket altogether. If the officer issues a ticket and the ticket isn't accepted, the police officer will charge the suspect a minimum of ten(10) minutes per misdemeanor crime the suspect committed.
Felony crimes: The police officer will only arrest the suspect for such crimes. The police officer will charge the suspect will be charged for a minimum of fifteen(15) minutes per felony crime the suspect committed.


Illegal Parking: Parking your vehicle on the road, sidewalk, government property, or in an area not designated for parking. The officer will issue a ticket of up to $250 and one point onto the driver's record.

Illegal Shortcut: Driving through an area off road or illegal to drive through in an attempt to avoid traffic, such as a gas station, or a fast food store. The officer will issue a ticket for $250 and one point onto the driver's record.

Speeding: Self-explanatory; driving over the designated speed limit. The officer will issue a ticket for $500 and one point onto the driver's record.

Illegal Usage of Hydraulics: Also pretty self explanatory; using hydraulics on a public road. The officer will issue a $500 ticket and one point onto the driver's record.

Reckless Driving: Also pretty self-explanatory; driving recklessly, possibly harming other civilians. The officer will issue a ticket of $750 and two points onto the driver's record.

Affray: Two or more persons fighting in a public area. The officer will issue a ticket for $1000.

Misuse of the 911 Call: Calling 911 to contact a officer personally, random gibberish, or anything that doesn't pertain to a crime being committed. The officer will issue a ticket for $2000.

Indecent Exposure: Public nudity, urination, "Flashing." The officer will issue a charge for 15 minutes.

Trespassing on Government Property/Private Property: Trespassing on ones property without prior consent. The officer will issue a charge for 15 minutes.

Driving Under the Influence:Driving under the influence of drugs or alcohol. The officer will issue a charge for 15 minutes.

Obstruction of Justice: Interfering with a law enforcement officer in the line of duty. The officer will issue a charge for 15 minutes.

Accessory to _____: Assisting in the commission of a crime, but not actually partaking in the unlawful activity. The officer will issue a charge for 15 minutes.

Hit and Run: Hitting someone or something with your vehicle and leaving the scene of the accident. The officer will issue a charge for 15 minutes.

Prostitution: Exchanging sexual acts for something of value. The officer will issue a charge for 15 minutes.

Sexual Assault: Touching someone inappropriately without their permission; forcing sexual acts upon another person. The officer will issue a charge for 15 minutes.

Bribery: Attempting to bribe a law enforcement official in an attempt to release himself and or other suspect. The officer will issue a charge for 15 minutes.

Assault: Any sort of physical attack on another person which was intended to hurt said person. This charge consists of a threat of harm accompanied by an apparent, present ability to carry out the threat. The officer will issue a charge for 20 minutes. Note: If the suspect assaulted the victim with any sort of weapon, issue a charge for 30 minutes for Armed Assault.

Battery: Any harmful or offensive touching of a person. The officer will issue a charge for 20 minutes.

Unlawful Discharge of a Firearm: Shooting a firearm in public when unauthorized to do so. The officer will issue a charge for 20 minutes. The officer will also confiscate the firearm.

Public Endangerment: Endangering the public by any means such as: Reckless driving, discharging a firearm, or commuting affray. The officer will issue a charge for 20 minutes.

Vehicular Assault: Using any type of vehicle to physically harm an individual. The officer will issue a charge for 20 minutes.

Possession of Illegal Narcotics: Possessing drugs that aren't considered legal by the Government. The officer will issue a charge for 20 minutes. The officer will also confiscate the narcotics from the possession of the suspect.

Conspiracy to _____: An accusation backed up with proof that a suspect may commit a crime. The officer will issue a charge for 20 minutes.

Aiding and Abetting: Participating in the commission of a crime. The officer will issue a charge for 20 minutes.

Grand Theft Auto: Theft or attempted theft of a vehicle. The officer will issue a charge for 20 minutes.

______ Trafficking: The sale or trade of illegal or in-humane items; materials, firearms, narcotics, humans. The officer will issue a charge for 20 minutes and confiscate said items.

Resisting Arrest: Resisting arrest by any means necessary. The officer will issue a charge for 20 minutes.

Failure to Comply: Failing to comply with direct orders from a law enforcement officer. The officer will issue a charge for 20 minutes.

Evasion: Fleeing from a law enforcement officer via any means. The officer will issue a charge for 20 minutes.

Kidnapping: Taking someone against their will. The officer will issue a charge for 25 minutes.

Possession of illegal Firearm(s): Possessing firearms that aren't consider legal by the Government. The officer will issue a charge for 25 minutes. The officer will also confiscate the gun(s) from the possession of the suspect.

Extortion: Acquiring money, property, or services by use of intimidation or other acts of violence. The officer will issue a charge for 30 minutes.

Hostage Taking: Taking hostages in an attempt to get something in return for their safety/lives. The officer will issue a charge for 30 minutes.

Domestic Terrorism: Any act that attempts to overthrow government, start an anarchy, or any attempt to 'terrorize' on a large scale. The officer will issue a charge for 30 minutes.

Robbery: The theft of some item. The officer will issue a charge for 30 minutes. Note: If the suspect was armed while he committed this crime, charge him for 45 minutes for armed robbery instead.

Attempted Murder: Attempting to take the life of another person. The officer will issue a charge for 45 minutes.

Attempted Murder of a LEO: Attempting to murder a LEO will result in double Attempted Murder's time, which is 90 minutes.

Murder: Taking the life of a another person. The officer will issue a charge for 70 minutes.

Use of Force




The force matrix is used as guidelines as to what approach you should take to what the civilian or suspect is doing. Read the following to know what is needed to be known in current situations.

• Force Level 1

• Suspect may be verbally assaulting you or others.

• Suspect starts to show aggression in his tone of speaking.

• Suspect may be taunting you, or using foul language.


Your actions

At this point in time you are not authorized to use any physical means of force at all. You may issue verbal warnings at this point in an attempt to clam down the suspect. No hands on or support equipment required.

• Force Level 2

• Suspect has committed a misdemeanor crime.

• Suspect is disobeying direct orders from a LEO.

• Suspect is starting to hint at violent actions.

• Suspect is starting to make aggressive movements with his body.

• Suspect may seem to be preparing for a physical engagement.

• Suspect is increasingly getting worse with his aggression in his tone against you, or others.

• Suspect is showing disrespect against you or another person.


Your actions

At this point in time you are not authorized to use any secondary equipment. Call for assistance and move to a hands on approach of trying to escort the person from the situation or away from potential victims using voice commands and light gestures.

• Force Level 3

• Suspect has committed a misdemeanour crime.

• Suspect may be punching you or another person.

• Suspect may be using a non lethal weapon on you or another person.

• Suspect may be threatening your life or another persons life.

• Suspect is actively involved in any physical fight.



Your actions

At this time you are only allowed to only use a tazer, pepper spray or a nightstick to detain the suspect. You are to call in for code three backup from other officers at this time. Under no circumstances should you withdraw your firearm unless the situation reaches force level 4 for a serious assault or crime.

• Force Level 4

• Suspect has done or is committing a felony crime.

• Suspect is brandishing a firearm.

• Suspect is assaulting another person with a vehicle.

• Suspect has placed your life or another persons life in danger of injury.

• Suspect is seriously assaulting another person.



Your actions

At this point and time we observe that the suspect is possibly threatening another human life. At this point and time you are allowed to upholster your firearm and take aim at the suspect. Under no means should you ever fire unless the force level reaches 5. Also you are NEVER to tazer any suspect that is actively discharging a firearm. Note: If you warn someone to put away/drop a firearm and they do not comply, after the fifth warning you are expected to use your own judgment on how to handle the situation.


• Force Level 5

• Suspect has or is committing a serious felony crime.

• Suspect is in the act of seriously assaulting you or another person to near death.

• Suspect has a firearm and is aiming at you or other civilians.

• Suspect may be firing the firearm at you or other civilians.

• Suspect may be in a car attempting to hit you or other civilians.

• Suspect is fleeing in a vehicle after three warnings have been issued.

• Suspect has a hostage.


Your actions

At this point you are allowed to open fire at the suspect and shoot to kill. You are to do your best to avoid these situations but if they occur you are authorized to use deadly force. In regards to the suspect fleeing in a vehicle after you have gave him his ample supply of warnings your partner may shoot at the suspect's car. After a tire is popped, your partner should stop shooting.

Radio Codes


Radio Codes are an important part of our Police Department, every member of the Los Santos Police Department is obliged to use the codes suring their duty time and that's when they use the radio to speak.

10-00 Codes:
10-0: Caution
10-1: All units stop what you're doing and meet me at <location>.
10-2: Suspect in custody.
10-3: Everyone stop talking.
10-4: I got the message and understood it.
10-5: Can you repeat that?
10-6: Disregard.
10-7: Stand-by.
10-8: Currently busy.
10-14: Requesting a pickup at <location>.
10-18: Urgent.
10-20: Current location
10-21: Tell me your status.
10-22: Go to <location>.
10-26: Detaining suspect.
10-27: Changing frequencies.
10-40: Many people in the area.
10-41: There is possible illegal activity in the area.
10-55: Traffic stop.
10-56: Background check.
10-57 VICTOR: In pursuit of a vehicle.
10-57 FOXTROT: In a foot-chase.
10-59: Escort.
10-60: Description of the vehicle.
10-61: Description of the suspect.
10-70: Requesting backup.
10-70 ECHO: Requesting emergency backup.
10-70 TANGO: Requesting S.W.A.T.
10-71: Requesting an ambulance.
10-72: I am no longer requesting backup.
10-98: No more assistance is required for at the moment.
10-99: The situation has ended.

Status Codes:

Status 1: Going off duty
Status 2: Coming on duty
Status 3: Currently on a break.
Status 4: Currently patrolling and available to take calls.
Status 5: I'm responding with lights and sirens off.
Status 5-E: I'm responding with lights and sirens on.
Status 6: I'm currently on the scene.

Identify Codes:

IC-1: White
IC-2: Black
IC-3: Latino or Mexican
IC-4: Middle-Eastern
IC-5: Asian
IC-6: Some unknown ethnicity.

Situational Codes:

Code 0: All units drop what you're doing and respond.
Code 1: Non-emergency. If you're doing something, deal with it first.
Code 2: Non-emergency. If you're doing something, drop it and respond.
Code 3: There is an emergency. Respond with lights and sirens.
Code 4: All S.W.A.T members respond.
